Find Sario and kill him for the journal. Then go to Midgaard and find the Ex-Wayfinder (portable) and give him the journal for the cloak. Ex-wayfinder can be found somewhat east of Aelmon (northeast).
Sario hits suprisingly hard for the level of the gear..be careful.
