To get this piece, one must venture into The Great Divide. There are 3 mobs that carry this item and they can all be found in the north-westish part of the area. Arcanthra the Black and Grantus, dwarven military strategist are in the same room, and of all 3 mobs Arcanthra is the toughest (also sancted). Blackhand, master-at-arms is close by these guys also.
Note: Be careful because there are lots of aggie dwarves along the way.
